Australia’s disability sector is undergoing significant reform with the implementation of the National Disability Insurance Scheme (NDIS). The NDIS is a new model designed to change the way that support and services are provided to people with disability, their families and carers. Currently, the NDIS is being rolled out across Australia and is expected to be fully implemented in New South Wales by mid-2018, and all other States and Territories by mid-2019. As the Federal Government continues with its roll-out process, the effects of the new scheme will not just impact individuals living with disability, but also the local councils and service-providers that have, up until now, relied on block-funding to provide disability services and programs to communities. The aim of this literature review is to identify how the changes brought about by the introduction of the NDIS will impact the role of local governments in their provision of disability services and programs, and offer up considerations for ways Inner West Council can adapt to the NDIS. Empirical evidence from other councils across Australia will be used to highlight how some councils have engaged with the NDIS. |
