A new design method of gradient-index (GRIN) lenses is presented to obtain wide multi-beam coverage and high aperture efficiency. Multilayer metasurfaces using effective medium concept are deployed for the lens implementations. The radiation performance of the GRIN lens has been validated based on microstrip array illuminations. The design theory has been well verified with both simulation and measurement.
